Training details

Registration of Voluntary Organizations and Institutions under the Voluntary Social Welfare Organizations (Registration and Regulation) Ordinance, 1961 and Related Rules, 1962 is provided by the Department of Social Services. Under this Ordinance, organizations seeking registration take registration for implementing 15 different types of social activities. The activities are child welfare, youth welfare, women welfare, welfare of physically and mentally challenged persons, family planning, prevention of people from anti-social activities, social education, elderly education, welfare and rehabilitation of released prisoners, welfare of juvenile delinquents, welfare of beggars and destitute, Welfare and rehabilitation of destitute patients, welfare of old and physically challenged persons, training in social welfare work and coordination of social welfare agencies.


Objectives of skill development training

(01) Creation of appropriate employment opportunities by providing appropriate skill development training to the youth to ensure sustainable economic growth;

(02) Institutional training aimed at engaging the youth of the country in suitable occupations; And

(03) Creation of young entrepreneurs.

 

Name of Training Center

The name of the skill development training center under the urban social development program is in Bengali- 'Skill Development Training Centre, Urban Social Services Office, Barishal.'

 

Training Center Address

District Social Services Complex, 3rd Floor, Rupatali, Barisal.

 

Eligibility of trainee.

(1) Any Bangladeshi citizen (female/male/transgender) aged 14 to 45 years eligible for training may apply for training:

          Provided that underprivileged and troubled persons shall be given priority in receiving this training.

(2) Selected Government servants and beneficiaries of schemes or programs may receive training in terms of Government orders;

(3) A trainee shall possess the following qualifications for undertaking training, namely:

(a) Educational Qualification for Dress Making & Tailoring, Certificate-in-Beautification, Horticulture & Block-Batik & Printing Trade Minimum 5th Class or PEC or equivalent pass.

(b) The minimum educational qualification for trainees in all other trades is Class VIII or JSC or equivalent.

 

Quality improvement and innovation in training programs

(1) City Social Service Office may enter into an agreement or sign MoU if necessary with any other NGO/donor organization/institution or any charitable person subject to the approval of the authority for improving the quality of the overall or any particular sector of city social service activities;

(2) develop and use database application software to implement training programs and develop and follow approved user manuals;

(3) Oneline based software will be introduced for smooth conduct of training activities. All training related activities will be conducted through the use of software.


Candidate selection and admission procedure

The following procedure shall be followed in the selection and admission process of candidates, namely:

(a) The admission process should be initiated at least 1 (one) month prior to the commencement of the training course in a particular trade;

(b) As the case may be, the admission notification with detailed information should be published through local newspapers, social media, local cable TV, posters, leaflets, banners etc.;

(c) there shall be a fixed period for applying for admission to the training course;

(d) Candidates interested in taking admission in any trade or course shall apply directly or offline or online in the form prescribed by the Department of Social Services, UCD, as the case may be; And

(e) In case of a particular trade, if the number of applicants is more than the sanctioned number of seats in that trade, the trainees shall be selected through the admission test.

 

Admission Fee

Selected candidates will have to pay prescribed admission fee and registration fee and center fee as prescribed by the board for participating in the examination of each trade. Based on the opinion of the local committee, the Department of Social Services may issue an office order determining the amount of admission fee separately every year. Provided that the Coordinating Council may reduce the admission fee of any selected candidate taking into consideration the socio-economic status.

 

Registration and tenure of trainees in the Board.

(1) The registration process shall be completed by the Skill Development Training Center within the stipulated time by entering the Board's system by paying the registration fee and center fee as per Article 20;

(2) 3-6 months duration/360 hours training course in January-June and July-December or January-March, April-June, as per the syllabus or curriculum or modules of the Board as per the trades selected from the trades listed by the Board as per local demand. It will be conducted in July-September and October-December sessions.

 

Training completion and benefits.

The training will be completed by taking the training according to the syllabus prescribed by the board and giving the certificate if successful by participating in the examination at the scheduled time.

If the trainees who successfully complete the training course are interested as self-employed or entrepreneurs through self-employment, they can apply for interest-free micro-loans from the revolving fund managed by the upazilla/city social service office of the concerned district
