Social welfare activities started in the country in 1955, but the Department of Social Services was created in 1961. The department created in the sixties has been upgraded to the Department of Social Services today.
The activities of this department were initially city-based and service oriented. In the context of time, the activities of this department have expanded to the grassroots level across the country. The Department of Social Services under the Ministry of Social Welfare is working relentlessly with the aim of strengthening the social safety net with comprehensive and versatile programs in the welfare and development of the poor, neglected, backward, poor, orphans, autistic and disabled people and the backward people of the society.
In the light of Article 15(d) of the Constitution of the People's Republic of Bangladesh, this department is recognized as a pioneer in playing an important role in the implementation of the government's intention to fulfill the constitutional commitment for the various backward classes of the country. The role of this department in introducing old age allowance, widow and widower distressed women allowance, indigent handicapped allowance, education stipend for disabled students, freedom fighter honorarium, natural calamity and risk management program etc. is widely appreciated at home and abroad.
The Department has implemented a significant number of development projects and programs extending service to the target population and setting an unparalleled example of Public-Private Partnership (limited government assistance to private-sector projects). The Department has a vested interest in conducting advocacy activities through the celebration of various nationally and internationally recognized days and years.
In the context of social philosophy and development strategy, the Hon'ble Prime Minister of the People's Republic of Bangladesh declared January 2 as 'National Social Service Day' at the inauguration of Samajseva Bhavan in 1999 to encourage the social workers engaged in this great work. The Cabinet meeting on 4 June 2012 declared 2 January as 'National Social Service Day' and listed the day as 'B' category. By celebrating this day, social service programs have been given new momentum and vitality and social workers have been energized.
In addition to ensuring more transparency, accountability and dynamism in the activities conducted by the Department of Social Services, the Department of Social Services is committed to the rapid implementation of Digital Bangladesh announced by the current government and to develop this leadership, keeping in mind the goal of bringing services to the doorsteps of the people through the creation of "Digital Bangladesh".
